In 1941, the functions of the American fiscal representative were transferred to the fiscal department of the Banque Nationale de la République d'Haïti by a new agreement, ending one form of direct U.S. occupation-era financial supervision. However, the Banque itself remained under U.S. supervision until the 1922 bonds were completely paid, confirming that the occupation's fiscal afterlife did not truly end in 1934. The 1941 transfer is the institutional middle hinge between the 1934 marine withdrawal and the 1947 final redemption of the occupation-era loan.
