Schuller developed the concept from fieldwork in Léogâne during and after the 2004 removal of Aristide and then sharpened it through the post-earthquake reconstruction period. His point is that the aid chain reproduced the same asymmetry promised away by donor rhetoric: communities at the bottom were meant to receive help, but rarely meaningful authority.
