Prologue
Opens in dual temporal register: August 14, 2021 (7.2 earthquake 100 miles west of Port-au-Prince) and August 15, 2021 (fall of Kabul). Johnston uses the Haiti-Afghanistan parallel as his structuring framework: both countries became "aid-dependent" states after 20+ years of US-led nation-building; both collapsed into crisis when donor flows faltered. The Afghanistan collapse was instant; Haiti's is "in slow motion over multiple years."
Key anecdote: Mirard Joseph and his wife Madeleine Prospere — 100,0 Haitians who fled to Chile in 2017, forced north after COVID crackdowns, arriving at Del Rio, TX in September 2021.
