situation somewhat better or somewhat worse exist
elsewhere, with one 'or two notalble exceptions, among
the South and Centrall American states. For those
around the Caribbean, im our lown close neighborhood,
I suggest that we have a special responsibility to be
met as an emergency. To meet it, we sught to make use of the governmental organization already in being, not set up entirely
new ones; and we ought to offer assistance in agriculture, health, education and SO in the same way that it
is done in the States. And why should we not admit
these neighbors to the social security system, or at
least to parts of it-free until they are able to pay
for it? To suggest giving aid on a scalle SO broad is at first
frightening. But a few years ago I added up what had
been spent on missions, projects and schemes over the
10 years just past and discovered that the extension
of state aids of the ordinary sort, severall of the social
security titles (excluding unemployment) and such
helps as school lunches, distribution of surplus foods;
and s0-on, woulld be no more-and might be less-costly than what we Ihad been doing. The virtue of this sort of aid is its immediacy; and
time grows more important every month. Then too it
would go directly to those who need it most. It would
